All are multiples of 7.

First line is 1, 6 & 5 (7/7=1, 42/7=6 & 35/7=5)

Third line is 4, 7 & 2 (28/7=4, 49/7=7 & 14/7=2)

Second line is 8, ? & 3 (56/7=8, & 21/7=3)

Missing number is 9

So 7*9 = 63
